PSCM is a developing underground coal mine subject to State statues including Colorado's air quality <br />regulations. PSCM is currently permitted for Initial Approval (AI) under Air Quality Control Division (APCD) air <br />quality regulations and herby submits demonstration of compliance for AIR'S points 001 and 006. <br />PSCM has filed Notification of Startup for AIR's points 001, 002, 004 and 006. Coal mining operations were idled <br />at the end of September of 2012 and a Notice to Set Emissions to Zero was submitted for points 002 and 004, <br />prior to the self certification deadline. Points 001 and 006 were left active due to the remaining coal stockpile <br />and continued operation of the mine fan which will remain operational on a limited basis (110 CFM compared to <br />the allowable 400,000 CFM) per Mine Safety and Health Administration regulations <br />Observations for visual emissions were taken on 11/05/2012 for both 001 and 006 as a part of the self <br />certification requirement. PSCM now understands that opacity readings are generally not required for fugitive <br />dust emissions. PSCM has complied with the conditions set forth in the particulate emissions control plan and <br />continues tracking particulate emissions as specified in the IA permit.
