Simmons OCT 25 2017 <br />Colorado Division of Reclamation, Mining and Safety <br />Office of Mined Land Reclamation Division of Reclamation, <br />1313 Sherman Street, Room 215 Mining & Safety <br />Denver, Colorado 80203 <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C-1980-007; <br />Minor Revision No. MR -426: Add Culvert C5E-24A <br />Dear Mr. Simmons: <br />Mountain Coal Company, LLC (MCC) submits this letter, application form, revised Table <br />44E, existing culvert C5E-23 calculations, and revised Map 54 in application of Minor <br />Revision No. MR -426 to add culvert C5E-24A upstream of existing culvert C5E-24 in ditch <br />D5E-31. The purpose of this new culvert is to divert the majority of flows from ditch D5E-31 <br />under the access/haul road and into culvert C5E-23, rather than allowing these flows to <br />continue to flow into the section of ditch D5E-31 that has been damaged by the MSB slump. <br />New culvert C5E-24A will be less than 90' long and the same minimum diameter as existing <br />culvert C5E-24A, even though the flows will be less (because the area flowing to ditch D5E- <br />31 and being diverted into new culvert C5E-24A will be less). Calculations were also <br />completed to verify that the existing 24" culvert C5E-23 was large enough to carry the flows <br />from ditch D5E-31 (i.e. 19.87 cfs through new culvert C5E-24A) and the existing designed <br />flows from ditch D5E-30 into culvert C5E-23 (i.e. 1.27 cfs).
