As <br /> such, also included is a check in the amount of$216.00 to cover the cost of the TR approval. <br /> The Corrective Action being addressed with this submittal is through a Technical Revision ("TR") for a <br /> revision to both the mine and reclamation plan maps (Ex. C-2 & Ex. F) and Exhibit E, the reclamation text for <br /> AM-4. Amendment-4 only addressed a change in the reclamation plan as the Speer site had been mined-out <br /> and only final reclamation needed to be addressed. Since the mine plan map (Ex. C-2) also contains a legend <br /> and cross-section depicting the backfill process, it is also being changed with this TR. <br /> Both the reclamation plan text and map of this TR corrects the current backfill sequence to include not only <br /> clean fill dirt below the water table, but also hardened concrete and other inert fill (tiles, brick, aggregates, <br /> etc.) described as solid waste (without asphalt fragments). Solid waste (inert materials) including asphalt can <br /> be placed beginning 1 ft. above the seasonal high water table. Above the solid waste fill is overburden and <br /> topsoil as has always been specified. I have not changed the maps other than the legend to reflect the current <br /> conditions of backfill. As I explained to you during the site visit, the current reclamation plan is valid and if <br /> there is to be a change in the near-future with the reclamation plan, we will do it in an amendment. <br /> Finally, we have reviewed the operation of Phase 1 of the French Drain system and have found it to be in <br /> perfect working order considering the stabilization of the up-gradient levels of the monitoring wells, the <br /> condition of the cleanouts and the full discharge of the drain into the lake.
