Randall, Executive Director | Virginia Brannon, Director 1313 Sherman Street, Room 215 Denver, CO 80203 February 3, 2017 Bill Clark Colorado Parks and Wildlife Habitat Biologist - Glenwood Springs - Area 8 711 Independent Ave. Grand Junction, CO 81505 Re: New Horizon Mine (Permit No. C-1981-008) Technical Revision No. 77 (TR-77) Surface and Groundwater Monitoring Plan Dear Mr. Clark: The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on February 3, 2017 an application to revise coal mining operations at the New Horizon Mine was considered complete for the purposes of filing. The revision was submitted by Elk Ridge Mining and Reclamation, LLC. All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. Technical Revision No. 77 is being submitted to propose modifications to the surface and groundwater monitoring plan and parameters that will be sampled. The applicant is not proposing additional surface disturbance outside of the area currently approved for disturbance. The surface coal mining operation is on land located approximately 1.7 miles Northwest of Nucla, Colorado. The permit area is further described as follows: 1.7 miles northwest of the Town of Nucla The above-mentioned tracts of land are shown on the following USGS 7.5 minute Quadrangle map(s): Nucla.
