Bowie appears to be proposing to construct what amounts to an oil refinery and possiblly
a new power plant, lBowiie's (proposal) its to construct. a coal) gasification facility on iits
Bowiie No.. 2 coal) mine siite..

As stated in the company's application, the facility, known as a "IDAXIOM Plant," 'W11
be used to convert coal) mine waste to synthetic gas which is then used either to
generate ellectriicall poweir or diesel/fuel) oil.."The project proposal) envisions five coal)
gasification units operating 24 hours a day, and each capable of processing of 72 tons
per day of coal) mine waste.. The pliant wound be built where the lBowie #2 Mine's clean
coal) stockpile resides, after that stockpile its depleted.
Such a facility wound represent a dramatic change within lBowiie's permit boundary,
potentially turning a coal) miining operation into a Ihydrocairbon refinery facility. A refinery
its a very iinitensive, complicated, irisky endeavor and at the end of the day it's a very
different operation firorn coal) mining. This its INOT a TechnicM Revision. What's snore,
there appears to be little to no information demonstir-dting that Bowie W11 effectivelly
protect public health and the environment consistent with Colorado coal) mining
regulations.

quality, access to public lands and wateirs, fish and wildlife, on PUUiC lands in the area,
and on the agrarian character and quality of (life of the North Fork Valley. 1I respectfully
