It was submitted from the following page: http://www.citizensforahealthycommunity.org/bowie-coal-
gas if ication-plan L -proposal -comment
Please checlk -the IDear Director 13rannoin
(box (bellow !if you
agree to -the It has come to my attention that Bowie Resources, LLC is proposing to turn their current
following lefter. lBowiie No. 2 coal) mining siite into a coal) gasification plant. 1I allso understand that the
A check iin -the technology Ibeiing (proposed its experientiM and "patent pending".
(box !is required
in order to lBowiie(Resources its proposing to malke a significant change to its current mining permit
sulbirnit -the forim (Permit INo.. C.-1996.-083) through a "routine" technical) revision application (TR. -110).. (Bowie
-to the ISILM.. appears to be proposing to construct what amounts to an oil) refinery and possibly a new
power plant. Bowie's proposal) is to construct a coal) gasification facility on its lBowiie No.. 2
coal) rnine siite..
am
As stated in the company's application, the facility, known as a "IDAX101M Plant," 'W11 be used
to convert coal) mine waste to synthetic gas which is then used either to generate electricM
power or diesel/fuel) oil)„” The project proposal) envisions five coal) gasification unifts operating
24 hours a day, and each capable of processing of 72 tons per day of coal) miine waste.. The
pliant would be built where the Bowie #2 Mine's clean coal) stockpile resides, after that
stockpile its depleted.
Such a facility would represent a dramatic change within (Bowie's permit boundary, potentially
turning a coal) mining operation into a hydrocarbon refinery facility. A refinery its a very
intensive, complicated, risky endeavor and at the end of the day iit's a very different opeiraUorl
from coal) mining. This its NOT a Teclhnicall Revision. What's more, there appears to be little
to no information demonstrating that Bowiie W11 effectively protect Ipublliic Iheallth and the
environirnent consiMent with Colorado coal) mining regulations.
1I am particulady concerned over the impacts that the proposal) W11 Ihave on water and air
quality, access to public (lands and waters, fish and wildlife, on public lands iin the area, and
on the agrarian clharacter and quality of (life of the INortlh Fork Valley. 1I irespectfulllly request
that DIRIMS irequire 1Bowiie Resources, ILILC to submit the appropriate Permit Revision
application and Iholld a public Ihearing on the proposed plant.
DecemberT 2016
hftps:llmail.google.com/mail/b/5ll/ul0/?ui=2&ik=deb7fOcd2O&view=pt&search=inbox&th= 158fa63d7bd1f7fc&siml=158fa63d7bd1f7fe 1/3
