As stated in the company's application, the facility, known as a "IDAX101M Plant," 'W11 be used
to convert coal) mine waste to synthetic gas which is then used either to generate electricM
power or diesel/fuel) oil)„” The project proposal) envisions five coal) gasification unifts operating
24 hours a day, and each capable of processing of 72 tons per day of coal) miine waste.. The
pliant would be built where the Bowie #2 Mine's clean coal) stockpile resides, after that
stockpile its depleted.
Such a facility would represent a dramatic change within (Bowie's permit boundary, potentially
turning a coal) mining operation into a hydrocarbon refinery facility. A refinery its a very
intensive, complicated, risky endeavor and at the end of the day iit's a very different opeiraUorl
from coal) mining. This its NOT a Teclhnicall Revision. What's more, there appears to be little
to no information demonstrating that Bowiie W11 effectively protect Ipublliic Iheallth and the
environirnent consiMent with Colorado coal) mining regulations.
1I am particulady concerned over the impacts that the proposal) W11 Ihave on water and air
quality, access to public (lands and waters, fish and wildlife, on public lands iin the area, and
on the agrarian clharacter and quality of (life of the INortlh Fork Valley. 1I irespectfulllly request
that DIRIMS irequire 1Bowiie Resources, ILILC to submit the appropriate Permit Revision
application and Iholld a public Ihearing on the proposed plant.
