G-1996-083) through a "routine" teclhnicall revision application (TIR-110). <br />lBowiie appears to The proposing to construct what amounts to an oil irefiinery and possibly <br />a inew power plant. Bowie's proposal) is to construct a coal) gasification facility on its <br />lBowiie INo.. 2 coal) mine siite.. <br />As stated in the compainy's application, the facility, known as a "1DAX101M Plant," 'W11 be <br />used to convert coal) mime waste to synthetic gas which its then used either to generate <br />electricall power or diiesell/fuel) oil.."The project (proposal) envisions fiive coal) gasification <br />uniits operating 24 hours a day, and each capable of processing of 72 tons per day of <br />coal) mine waste.. The plant wound The built where the l3owiie:92 Mine's clean coal) <br />stockpile resides, after that stockpile its depleted. <br />Such a facility would repiresent a drarnatic change within Bowie's permit (boundary, <br />potentially turning a coal) miiniing operation into a lhydrocarboin refinery facility. A refinery <br />its a very intensive, complicated, risky endeavor and at the end of the day it's a very <br />different operation from coal) mining. This is INOT a Techinicall Revision. What's more, <br />there appears to be little to no information demonstrating that I3owiie W11 effectivelly <br />protect public health and the environrnenconsistent with Colorado coal) mining <br />regulations. <br />1I am particularly concerned over the impacts that the proposM wiI1 have on water and air <br />quality, access to public lands and waters, fish and wildlife, on public lands in the area, <br />and on the agrarian character and quality of lliife of the North Fork Valley. 1I respectfully <br />request that.
