Bowie Resources its proposing to malke a significant change to its current miiniing <br />permit (Permit INo.. G-1996-083) through a "routine" technical) revision application (TR - <br />110).. BOM/ie appears to be proposing to construct w1hat amounts to an oil refinery and <br />possibly a new power plant. lBowiie's piroposall its to construct. a coal) gasification facility <br />on its (Bowiie No.. 2 coal) irnine siite.. <br />As stated iin the company's applliication, the facility, known as a "1DAX101M Plant," 'W11 <br />be used to convert coal) mine waste to synthetic gas which its then used either to <br />generate electricall power or diesel/fuel) oil)„” Tlhe project proposal) envisions five coal) <br />gasification units operating 24 hours a day, and each capable of processing of 72 tons <br />per day of coal) mine waste.. The pliant would be lbuiillt where the (Bowiie X92 Mine's cllean <br />coal) stockpile resides, after that stockpile its depleted. <br />Such a facility would represent a dramatic change within(Bowie's perfflit boundary, <br />potentially turning a coal) mining operation into a hydrocarbon refinery facility. A <br />refinery is a very intensive, complicated, iriislky endeavor and at the end of the day iit's <br />a very different operation from coal) mining. This is INOT a Teclhnicall Revision.
