BILIM, appears to be proposing to construct what amounts to an 61 refinery and possibly a new
power plant... Bowie's Ipiroposall its to construct a coM gasificadon facility on iits lBowiie INo.. 2
coal) mine siite..
As stated in the company's application, the facility, known as a "IDAX101VI Plant," 'W11 be
used to convert coM imiine waste to synthetic gas which its then used eiither to generate
elecVicall power or diesel/fue11 oii11.."'The project proposal) envisions five coM gasification units
operating 24 hours a day, and each capable of Iprocessiing of 72 tons per day of coa11 mime
waste.. The pliant would be built where the (Bowie #2 IMiine's cllean coM stockpile resides,
after that stockpile is depleted..
Such a facility wound represent a dramatic change within Bowie's permit boundary,
potentially turning a coM miming operation into a hydrocarbon irerinery facility. A refinery is a
very intensive, cornplicated, risky endeavor and at the end of the day it's a very different
operation from coM mining. This its NOT a Technical) Revision. What's more, there appears
to be little to no information demonstrating that lBowie W11 effectively protect public health
and the environment consistent with Colorado coM mining regulations.
1I am particularly concerned over the ii-ripacts that the (proposal) wiI1 have on water arid air
quality, access to public lands and waters, fish and wildlife, on public (lands in the area, and
on the agrarian character and quality of lliife of the INorth Fork Valley. 1I respectfully request
that IDIRIMS require lBowie Resources, ILILC to submiit the appropriate Permit Revision
application and Iholld a public(hearing on the proposed plant.
