C.-1996.-083) through a "routine" teclhnicall revision application (TIP -110)„ lBowiie <br />BILIM, appears to be proposing to construct what amounts to an 61 refinery and possibly a new <br />power plant... Bowie's Ipiroposall its to construct a coM gasificadon facility on iits lBowiie INo.. 2 <br />coal) mine siite.. <br />As stated in the company's application, the facility, known as a "IDAX101VI Plant," 'W11 be <br />used to convert coM imiine waste to synthetic gas which its then used eiither to generate <br />elecVicall power or diesel/fue11 oii11.."'The project proposal) envisions five coM gasification units <br />operating 24 hours a day, and each capable of Iprocessiing of 72 tons per day of coa11 mime <br />waste.. The pliant would be built where the (Bowie #2 IMiine's cllean coM stockpile resides, <br />after that stockpile is depleted.. <br />Such a facility wound represent a dramatic change within Bowie's permit boundary, <br />potentially turning a coM miming operation into a hydrocarbon irerinery facility. A refinery is a <br />very intensive, cornplicated, risky endeavor and at the end of the day it's a very different <br />operation from coM mining. This its NOT a Technical) Revision.
