Peabod <br />1111 ENERGY <br />Twentymile Coal, LLC 29515 Routt County Road 27 <br />Oak Creek, CO 80467 <br />970.879 3800 <br />Ms. Tabetha Lynch, Environmental Protection Specialist J`A , „„, January 2, 2017 <br />Division of Reclamation, Mining, and Safety 7 <br />1313 Sherman Street, Room 215 Division of Reclamation, <br />Denver, Colorado 80203 Mining a Satety <br />(303) 866-3567 X 8120 <br />RE: Twentymile Coal, LLC - Foidel Creek Mine (Permit No. C-82-056), Minor Revision (MR17-304) — <br />Sandstone Sub Test Borehole <br />Dear Ms. Lynch: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of a Minor Revision to our existing approved Permit <br />for installation and reclamation of a test borehole to be located on the existing constructed pad for the Sandstone <br />Substation adjacent to Routt County Road 27 (RCR27). The test borehole is to be used to evaluate the condition <br />of the No. I Entry of the 3SW Gateroad as a possible location for an additional thickener underflow borehole. <br />The existing Sandstone Substation pad is located immediately adjacent to RCR27 and is directly accessed from <br />the County road. No additional access or pad construction would be required, and the only earthwork would be <br />excavation of a mud/cuttings pit on the existing pad and construction of a perimeter berm using the excavated <br />material. The pad was originally constructed for the previous surface mining activities and no soil material <br />exists on the pad surface (limited gravel surfacing). All site drainage would be contained on the pad using <br />constructed berms on the pad crest in the area where drilling will occur. <br />A single direction borehole, a maximum of 7 -inches in diameter and approximately 420 -feet deep will be drilled <br />from the pad into the sealed underground workings and a video -camera will be advanced through the borehole <br />to examine this portion of the previously mined area. If conditions appear favorable for a thickener underflow <br />borehole installation, TC will prepare and submit a separate revision application addressing reaming of the <br />borehole, installation of the necessary casing and pipeline connections, and surface manhole structure. If <br />conditions are not favorable, the test borehole will be plugged and sealed consistent with State Engineer <br />requirements, the mud/cuttings pit will be allowed to dry -out and will be backfilled with the excavated material <br />placed in the perimeter berm, and the surface area will be regraded and gravel surfacing material will be <br />replaced. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, configuration, and <br />reclamation of the proposed Sandstone Sub Test Borehole. New and revised PAP materials are identified by the <br />attached Summary of Revisions/Additions. We would like to proceed with this project as soon as possible, to <br />support our ongoing mining activities.
