Two alternative borehole locations have been identified, although only one will be <br />constructed. The proposed alternative borehole sites are located; 1) On the Section line between Section 36, TSN, <br />R87W and Section 31, TSN, R86W; and 2) On the Section line between Section 25, TSN, R87W and Section 36, TSN, <br />R87W, as shown on the attached map. The borehole installation will be accessed from either RCR27 or the existing <br />Fish Creek Borehole Road, and will consist of a short 25' wide access road, soil material stockpiles; a leveled pad <br />(maximum 250'x 170'), an 18 -inch cemented surface casing (60 feet deep), a 12 -inch cased borehole, and a covered 8 - <br />foot diameter CMP manhole with lightning protection. The pipeline will be installed within existing pipeline and road <br />disturbance corridors, and will be a double walled HDPE pipe system, with a 8 -inch carrier pipe inside a 12 -inch <br />containment pipe, buried approximately 5 -feet deep, and extending to the south and east a maximum of approximately <br />7,720 feet between the selected borehole and the junction to the 1 -MN Thickener Underflow Pipeline leading from the <br />Washplant facility to the existing 1 -MN Thickener Underflow borehole. Electronic moisture sensors in the interstice <br />between the inner and outer pipe connected to the pump controls and shut-off valves will provide for timely leak <br />detection and spill prevention. Access/Inspection manholes will be established at key points along the pipeline route. It <br />is anticipated that a maximum of six manholes will be placed within the pipeline disturbance corridor. Current plans are <br />to construct the access road, pad, and pipeline beginning as soon as the required permits are approved, with completion <br />of all but revegetation prior to March 2017. The borehole installation would remain in-place so long as it is needed to <br />support mining operations (approximately 8-10 years), and would then be reclaimed. The pipeline would be cut-off below <br />grade, and plugged and abandoned in-place, and the manholes would be removed, backfilled, and reclaimed. <br />Mapping provided by CPW (attached for your reference) shows several known sharptail leks in the area. We don't know <br />whether or not these are active leks, and the two alternative borehole sites are immediately adjacent to the Routt County <br />Road 27. Given anticipated project timing, construction activities should occur outside of the leking/nesting season, and <br />subsequent activities will be limited to periodic inspection and maintenance, which can be schedule during periods of <br />limited grouse activity. We would appreciate your review and direction re: any protective measures and alternatives that <br />may be appropriate and applicable for this project. The normal approach for grouse protective measures would be a <br />timing restriction (March 15th through June 30th) for activities within the buffer zone, as shown on the accompanying <br />map. Given the proximity to the County Road, and that the proposed activities would occur outside of critical use <br />periods, we are asking for your site-specific review and consideration of alternative protective measures for the proposed <br />work. <br />We appreciate your consideration and assistance.
