All review and comment periods as provided in the Act and the Regulations
initiate from this date of filing.

Twentymile Coal, LLC. (TC) has submitted this technical revision application to obtain approval
for the construction, operation, maintenance and reclamation of a passive water treatment system
to treat excess mine water discharge. Generally, the excess mine water discharge will be water
resulting from progressive dewatering of mine water accumulations in the sealed and abandoned
Wadge Seam mine workings in the Eastern and Northern Mining District of the Foidel Creek
Mine. The proposed passive treatment approach will consist of a series of four constructed
treatment cells, which will include both open water pond areas and shallow constructed wetlands to
provide physical, chemical and biological treatment in both aerobic and anaerobic zones. The
passive treatment system is proposed to be installed in a small ephemeral drainage above the
existing 6MN Water Storage Reservoir in the SW ¼ of Section 17 Township 5 North Range 86
West of the 6th Principal Meridian. This project will also require the construction of a 2,600 foot
light use road. The water treatment system will discharge to the 6MN reservoir. TC also proposes
to modify the 6MN reservoir to install a gated discharge culvert and a rock lined channel.
Discharged water will flow to an existing ephemeral tributary to Fish Creek. The planned passive
treatment system, road and associated discharge structures will result in approximately 19.0 acres
