Arcadis's memorandum summarizes its review of Cotter's <br /> proposed Technical Revision 23. <br /> As addressed in further detail in the memorandum, the removal of the residual <br /> waste rock along the alluvial floodplain may result in some level of water-quality <br /> improvement in Ralston Creek. However, before being approved the proposed technical <br /> revision should address eventual cover material and vegetation for the waste rock piles, <br /> storm water run on and runoff controls, and the material to be used to backfill the <br /> excavated areas along Ralston Creek.
