(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of <br />minor revision 153 (MR -153) to Permit No. CA 981-019. <br />MR -153 proposes in -pit exploratory drill hole locations within the South Taylor Pit. This <br />in -pit drilling program will provide Colowyo with additional information to define the coal <br />seams and geologic structure within the South Taylor Pit. All proposed drill sites will be within <br />the current disturbance footprint, and additional surface disturbance will not be necessary with <br />the proposed drilling locations. Furthermore, Colowyo will be incorporating the required <br />information related to this drilling program in the 2016 Annual Reclamation Report in <br />accordance with Colowyo's permit to mine commitments. <br />This drilling program was originally permitted and approved under MR -141. Colowyo <br />did not conduct that drilling program in 2015. Therefore, the information provided in revised <br />Exhibit 23A replaces the drilling program that was approved under MR -141. A reclamation cost <br />estimate (RCE) increase of $5,477.00 incurred as a result of approval of MR -141. This included <br />drilling for 36 drill holes locations. MR -153 is proposing of 29 drill holes locations. Therefore, <br />it is anticipated there should be a reduction in the RCE under this proposal, and it is requested <br />that the Division perform the required calculation to determine the decrease in the reclamation <br />liability. <br />Also included in this minor revision application is a revision application and a change of <br />index sheet to ease incorporation into the permit document.
