TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION, INC.
HEADQUARTERS: P.O. BOX 33695 DENVER, COLORADO 80233-0695 303-452-6111
Mr. Zach Trujillo
Environmental Protection Specialist
Colorado Division of Reclamation, Mining & Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Colowyo Coal Company L.P.
Permit No. C-1981-019
Minor Revision No. 151
Emergency Power Pole Replacement
Dear Mr. Trujillo,
February 26, 2016
DIVED
MAR U2 2016
DIVISION OF RECLAMATIM
MINING AND SAFETY
Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent company to
Axial Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. (Colowyo).
Therefore, Tri-State on behalf of Colowyo is submitting three copies of minor revision 151 (MR -151) to
Permit No. C-1981-019.
MR -151 documents ground disturbing activities associated with emergency access road to replace
a broken power pole. On February 18, 2016, the Colowyo Mine experienced a very high wind event
which snapped the base on one of Colowyo's power poles. Mr. Tony Tennyson (Tri-State) spoke via
telephone with Mr. Jim Stark (Division) the same day describing the emergency situation at hand, and
requested Colowyo be able to construct a road to access the pole location as the broken pole was dangling
from the wires. Mr. Stark indicated that Colowyo could access the pole, and requested the permitting
action for ground disturbing activities be submitted to the Division in a timely manner. This minor
revision application documents the activities that have occurred to replace the broken power pole.
Also included in this minor revision application is a change of index sheet to ease incorporation
into the permit document and a revision application. If you should have any additional questions or
concerns please feel free to contact Tony Tennyson at (970) 824-1232 at your convenience.
Sincerely,
Daniel J.
