(Tri-State), is the parent company to Axial <br />Basin Coal Company, which is the general partner to Colowyo Coal Company L.P. (Colowyo). <br />Therefore, Tri-State on behalf of Colowyo is submitting revisions to the PR -04 application package, and <br />adequacy responses for the surface water adequacy review on behalf of Colowyo. <br />The first part of this submittal package proposes changes to the mine and reclamation plan timing. <br />Part of the public comment period for the Collom Environmental Assessment being conducted by the <br />Office of Surface Mining, Reclamation, and Enforcement, identified a discrepancy to the mine and <br />reclamation plan timing. Tri-State is correcting this inconsistency with these proposed application <br />materials. Included with this change, Tri-State is submitting a revised Map 23B (Mine Plan) and Map <br />29B (Spoil Grading). These revisions required the surface water hydrology model(s) to be updated also <br />to be consistent with the mine and reclamation timing proposed within the application. <br />The second part of this submittal package is to address outstanding surface water hydrology adequacy <br />review comments that were provided via email from Mr. Rob Zuber on January 25, 2016. These <br />comments have not been formally submitted to Tri-State to date, but the application materials being <br />revised for the mine and reclamation plan timing directly relate to some of these adequacy comments. <br />Therefore, the adequacy comments and responses have been included under this cover. Where the mine <br />and reclamation plan timing changes have directly affected the outstanding adequacy comment; in the <br />response it is noted what has been changed to the hydrology model in regards to the revisions to the mine <br />and reclamation plan timing. Responses that have been deemed adequate have been included for <br />historical purposes only. <br />ITEM 1. Response is adequate.
