RULE 2 PERMITS <br />2.06 PERMIT REQUIREMENTS - SPECIAL MINING CATEGORIES <br />2.06.1 -3 Scope, Experimental Mining, and Mountain Top Removal <br />There will be no experimental mining practices at the proposed Little Collom X and Collom Lite pits. <br />2.06.4 Steep Slope Mining <br />Colowyo may request a variance for mining and reclamation for steep slope mining as specified in Rules <br />2.06.4(2) and 4.27. <br />2.06.5 Variance from Approximate Original Contour Restoration Requirements <br />The Collom mining area will include non - mountaintop removal steep slope surface coal mining and <br />reclamation operations. Colowyo is not currently requesting a variance from approximate original <br />contour in the post- mining topography (PMT), but maintains the option to pursue this in the future as an <br />amendment to this permit application or as a technical revision. The PMT as presented reflects the pre - <br />mining topography generally, with drainages and drainage divides remaining in their approximate current <br />locations. Some minor moderation in topography is expected due to limitations associated with <br />reclamation equipment. Post - mining topography is shown on Map 19C. Table 2.05.6 -5 presents the <br />mine -wide volumetric calculation in support of the PMT. The PMT is designed based on the CDRMS <br />rules for Operations on Steep Slopes as discussed in Section 4.27 of this document. <br />2.06.6 Prime Farmlands <br />Prime farmlands do not exist within the Collom permit revision boundary (see Section 2.04.12). <br />2.06.7 Reclamation Variance <br />There will be no delay in contemporaneous reclamation due to underground mining activities; therefore, <br />this section is not applicable. <br />2.06.8 Alluvial Valley Floor (AVF) <br />General <br />In 2005, Tetra Tech, doing business as Maxim Technologies, conducted a preliminary field investigation <br />and technical evaluation of the Collom permit expansion area, including Collom Gulch, Little Collom <br />Gulch, and Jubb Creek (including the West Fork), to determine the presence of Alluvial Valley Floors. <br />The investigation was conducted in accordance with Section 2.06.8 and OSM Technical Guideline. They <br />concluded that no alluvial valley floors exist in the areas to be mined. Their findings were submitted to <br />CDMG on September 23, 2005 in a letter, a copy of which is included in Exhibit 7, Item 24 of this <br />document, and referenced in appropriate sections below. <br />The mined area is located within Little Collom Gulch, and pits or spoils will occupy much of the Little <br />Collom Gulch valley bottom during the mining operation. Portions of the pits will lie within the adjacent <br />watersheds of Collom Gulch and the West Fork of Jubb Creek, but will not encroach on the valley <br />bottoms (Map 2313). The groundwater in the general area occurs principally in valley fill material <br />associated with the major stream valleys and to a lesser extent in the permeable and semi - permeable <br />bedrock strata (CDM, 1985a).
