Zuber <br />Environmental Protection Specialist <br />Division of Reclamation, Mining and Safety <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />RECEIVE® <br />SEP 0 8 2015 <br />C:v ;!,)n of Reclamation, <br />i,,i; tng & Safety <br />Re: Colowyo Coal Mine (Permit No. C-1981-019), Technical Revision No. 106 (TR -106), Collom access/Haul Road <br />Realignment (HC #67752) — Revised Letter <br />Dear Mr. Zuber: <br />Thank you again for your correspondence and documentation regarding the proposed realignment of the Collom <br />Access/Haul Road as part of the Colowyo Coal Mine expansion project. <br />As you know, our office was unable to provide concurrence following its review of your initial mformation package. <br />Our July 28, 2015 letter requested additional information regarding the effect of this undertaking on site 5MF1652 <br />which we now received from Tony Tennyson, Senior Environmental Engineer with Tri-State Generation and <br />Transmission Association. <br />After review of the supplemental documentation received by our office on August 28, 2015 via electronic mail, it <br />appears that site 5MF1652 will be m,nimally buffered by a distance of approximately 150 -ft by the proposed access <br />road right-of-way. Consequently, it is our opinion that TR -106 will result in no historic properties affected [36 CFR <br />800.4(d)(1)]. Mr. Tennyson also relayed that the baseline archaeological documentation as required by Exhibit 5, <br />Item 3-1 is slated to begin next week. We anticipate an opportunity to review the results of these efforts when <br />complete. <br />The Section 106 consultation process does involve other consulting parties such local governments and Tribes which <br />as stipulated in 36 CFR 800.3 are required to be notified of the undertaking. Additional information provided by <br />these or other consulting parties may cause our office to re-evaluate our comments and recommendations. <br />We thank you for the opportunity to comment.
