4 - J&T Consulting, Inc.
imp d I
August 5, 2015
Mr. Peter Hays
Environmental Protection Specialist
State of Colorado
Division of Reclamation, Mining, & Safety
1313 Sherman Street — Room 215
Denver, CO 80203
RE: Northern Colorado Constructors, Inc. — Perry Pit — Technical Revision Request
File No. M-1990-098
Dear Mr. Hays,
Northern Colorado Constructors, Inc. requests a revision to their existing permit to address the
following items:
1. Reclamation Plan: Revision to the reclamation plan to include the repair to the east bank of the
South Platte River that breached in June 2015.
No change to the affected land is being proposed with this revision.
Northern Colorado Constructors, Inc. recently received an inspection report from you regarding the east
river bank and getting the river bank repaired and the river back in its original channel. This area was
damaged by the recent flooding in June 2015 and is being repaired by Northern Colorado Constructors,
Inc. and Aggregate Industries, Inc. along with cooperation from The Consolidated Mutual Water
Company. The issue of getting the river back in its original channel has been resolved based on the
repair of the east river bank and armoring of the bank as it is no longer unstable. The remaining repairs
will be completed that include grading to the east of the river bank on The Consolidated Mutual Water
Company's property and Aggregate Industries, Inc. property. These repairs along with topsoiling and
seeding of the bank will occur in the coming weeks. We have included the construction plan for the
repairs. We would like to complete the installation of the concrete riprap as the materials come in from
other projects to Northern Colorado Constructor's and Aggregate Industries' as their existing stockpiles
of these materials were exhausted to complete the repair of the river bank to get the river back to its
original channel and a portion of the armoring east of the river bank. We estimate that the installation of
the downstream concrete riprap will take 45 to 60 days to complete.
Northern Colorado Constructors, Inc. appreciates your consideration of this technical revision request
and looks forward to your response.
Please feel free to contact me with any questions or comments.
Sincerely,
.c.
J.C.
