Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />RECEIVED <br />JUL 3 0 2015 <br />DIVISION OF RECLAMATION <br />MINING AND SAFETY <br />We have reviewed your November 10, 2014 renewal request for a substitute water supply <br />plan ("SWSP" or "plan"), in accordance with § 37-90-137(11) C.R.S., for a gravel pit to be operated <br />by Transit Mix Concrete Company ("Transit Mix" or "Applicant"). The gravel pit is permitted with <br />the Division of Reclamation, Mining, and Safety ("DRMS") under File No. M-2001-005, and is <br />permitted with the Division of Water Resources under Well Permit No. 61403-F. A gravel pit (well <br />permit) application has been submitted to expand the use of the pit, receipt no. 3667398. The <br />required $257 fee for the SWSP renewal request has been received (receipt no. 3667372). <br />SWSP OPERATION <br />Transit Mix has a lease agreement with the Grisenti family to mine sand and gravel from <br />about 100 acres of land along the Arkansas River east of Florence. The mining operation is <br />divided into two phases. Phase 1 involved the mining of approximately 35 acres located east of <br />Highway 115 and west of Brush Hollow Creek. Phase 1 has been completed and serves as both a <br />settling pond and water recharge pond for Phase 2 operations. The Phase 1 pit was filled with <br />water by an administrative exchange during December 2009 resulting in a 23.3 acre pond whose <br />surface is in equilibrium with the water table. The attached Figure 1 shows the project phases. <br />DEPLETIONS <br />The depletions of this operation for the 2015 plan year (February 1, 2015 — January 31, <br />2016) consist of 112.59 acre-feet of net evaporative loss from the exposed ground water, 14.71 <br />acre-feet of water removed via 500,000 tons of mined product (4% loss by weight), and 6.0 acre- <br />feet pumped for dust suppression. The current area of exposed ground water is approximately 32 <br />acres (consisting of a 25.2 acre pond in Phase 1, a 1.6 acre fresh water supply pond in Phase 2, <br />and a 5.0 acre pond in Phase 2 that only exists when mining ceases and the dewatering pump is <br />shut off). The area of exposed ground water from February 1, 2015 — January 31, 2016 is <br />projected to be a maximum of 37.1 acres (32.1 acres plus an additional 5 acres).
