(Tri-State) is submitting the enclosed <br />"Application Form for a Revision to a Coal Mining and Reclamation Permit" for a technical revision <br />application on behalf of the Western Fuels -Colorado, A Limited Liability Company (Western Fuels - <br />Colorado) New Horizon North Mine. Tri-State is the parent company of Western Fuels -Colorado. The <br />New Horizon North Mine operates under Division of Reclamation, Mining and Safety (DRMS) Permit <br />No. C-2010-089. <br />This technical revision application is being submitted to incorporate the as -built certification for <br />Pond NHN-002. The as -built certification in Appendix 2.05.3(4)-10 includes a Construction Narrative, <br />Compaction Test Summary, Embankment Stability Analysis, SEDCAD Demonstration, and Pond NHN- <br />002 As -Built Map 2.05.3(4)-10. <br />Also included under this cover are a revision application form, a proposed public notice, and a <br />change of index sheet to ease incorporation into the permit document.
