Mining & Safety <br />Permit No.0-1981-019 <br />Minor Revision No. 142 — Proposed Substation Locations <br />Dear Mr. Zuber: <br />Tri-State Generation and Transmission Association, Inc. (Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of <br />MR -142 to Permit No. C-1981-019. <br />Minor revision 142 (MR -142) proposes two new substation locations at the Colowyo <br />Mine. The first location is directly adjacent (east) of the repeater tower on the north end of the <br />South Taylor Pit. This location will provide power while Colowyo walks the 102 dragline into <br />the South Taylor Pit. The second location is east of the upper shop and will provide power to the <br />upper shop during a planned maintenance outage. This substation will be a temporary feature, <br />and will be removed and the disturbance reclaimed once the planned outage is completed (fall of <br />2015). A small road will also be bladed into this location. The total disturbance estimated from <br />both sites is 0.5 acres. <br />At both locations, topsoil will be stripped and stockpiled (windrow) directly adjacent to <br />the substation location as shown on Map 28 and 28A. These small stockpiles will be seeded in <br />accordance with the approved PAP. All topsoil movement associated with the establishment of <br />these substations will be documented in Section 11 of the 2015 Annual Reclamation Report. <br />Additionally, all new disturbances will be reported accordingly in the 2015 Annual Reclamation <br />Report. Sediment control for both sites will be routed through a currently approved sediment <br />pond location; therefore, no additional sediment control measure will be necessary. <br />Colowyo requests that the Division perform a reclamation cost estimate (RCE) for both of these <br />locations, as this will be a new disturbance of approximately 0.5 acres within the permit <br />boundary.
