The Forest Service is involved because of our authority on the Governor Basin <br />road (haul route -see attached map of the Governor Basin Road), and because there are two slivers <br />of ore /tailings material located on National Forest System (NFS) land lying within the proposed <br />permit boundary. Those slivers are located on Revenue's unpatented mining claim RV -13 (see <br />attached map USFS -1). <br />We have responded directly via letter dated April 20, 2015 to Ms. Dianna Stoopnikoff of Fortune <br />Minerals Limited, about the need for the FS to conduct an Environmental Analysis if the materials <br />situated on the unpatented claims are included in the mining proposal. The company submitted a <br />response to us dated April 22, 2015, stating that at this time, they are not interested in removing the <br />material located on NFS land. Accordingly, we request that the permit boundary be amended to <br />exclude those two areas. <br />We also request that measures be taken to identify the FS /private boundary across the material, and <br />that protection be done to ensure the material remaining on NFS land is not left with a steep cut and <br />more prone to erosion. <br />We will also require the mine to obtain a Road Use Permit for use of the Governor Basin Road <br />throughout the hauling and reclamation phases. The RUP will include maintenance requirements <br />throughout the use of the road, a performance bond, and requirements for liability insurance naming <br />the US Government as an Additional Insured, with respect to use of the road. <br />We also have a question about a statement made in the Environmental Protection Plan page T -106 <br />which discusses diverting water from the Humbolt Mine Discharge and Saint Sophia's Basin <br />runoff. The Plan states those water will be re- routed. The sampling locations for those sites appear <br />to be located on NFS land. Our April 20 letter to the company asked for clarification, but the April <br />22 response did not specifically address our question concerning the locations for where the <br />diversions would take place, and the reason for diverting those waters since they appear to join the <br />main drainage below the permit boundary. <br />s �^` <br />Caring for the Land and Serving People Printed on Recycled Paper 1� <br />
