-7T-rfE-M 2 T;3 <br />4.01 GENERAL PROVISIONS <br />R I J a 11114* K 01 U Z_1► 11 i 1:3 1_ x y 1 W <br />Rule 4 establishes the minimum environmental protection performance standards to <br />be adopted and implemented under the Colorado regulatory program for surface coal <br />mining and reclamation operations. <br />EFCI has included information within this section to ensure that all underground <br />mining and associated surface activities are conducted in a manner which preserves <br />and enhances environmental and other values in accordance with the Colorado Surface <br />Coal Mining Reclamation Act, 8/30/80 (with revisions through 2/1/89). <br />The Southfield Mine is in reclamation only status since operations permanently ceased <br />in 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing <br />surface facilities and sealing mine openings. By 2001, backfilling, regrading, and <br />topsoil replacement was completed according to plans approved by the DRMS. <br />Permanent seeding was completed on all reclaimed areas by October, 2003. Additional <br />revegetation efforts including planting of shrubs and trees in selected areas of the <br />reclaimed site during April, 2004. <br />The coal loadout site located near Florence, Colorado, was similarly reclaimed in 1997, <br />including permanent seeding completed during the same year. Due to poor response <br />of the initial seeding, EFCI interseeded approximately 25% of the reclaimed areas in <br />1999. <br />4.01 -1 <br />Revised 5/14/14 RN -06 <br />
