Division ng &esa e y I °n, <br />Permit No, C- 1981 -019 <br />Technical Revision No. 105 (TR -105), Post -Mine Topography Modification <br />Dear Mr. Zuber: <br />Tri -State Generation and Transmission Association, Inc. (Tri- State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. ( Colowyo). Therefore, Tri -State on behalf of Colowyo is submitting this technical revision <br />105 (TR -105) to Permit No. C- 1981 -019. TR -105 proposes to revise the post -mine topography <br />(PMT), spoil grading plan, and associated surface water hydrology for the East Pit, West Pit, and <br />South Taylor Pit. <br />The PMT being proposed under TR -105 was initially presented to the Division during a <br />meeting on June 30, 2014 at the Colowyo Mine site. As a result of that meeting, the Division <br />requested minor modifications to the PMT. Colowyo made the revisions accordingly, and the <br />Division (via telephone conference) verbally agreed with revised surface. <br />On August 20, 2014, Colowyo presented the proposed PMT modifications to all surface <br />owners that would be impacted through this proposal. Present during this meeting was the <br />Bureau of Land Management (Little Snake Field Office), Colorado Parks and Wildlife, and the <br />Colorado State Land Board. All agencies were presented the proposed PMT and how it would <br />impact their final surface once constructed. Agencies were able to ask questions and voice any <br />concerns they may have had on the PMT. None of the surface owners that will be impacted by <br />this proposal had any concerns with the proposal, and all verbally agreed for Colowyo to move <br />forward with the PMT as presented. <br />Also included in this revision application is a change of index sheet to ease incorporation <br />into the permit document, a revision application, and public notice for your approval. <br />CRAIG STATION ESCALANTE STATION NUCLA STATION <br />_ P.O.
