COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resowces <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />March 16, 2015 <br />Ms. Cathleen Van Egmond <br />Russ Van Egmond <br />546 Doe Valley Rd. <br />Gulley, CO 80820 <br />Re: Stones Ranch Grav Pt, Permit No. M- 1991 -080; <br />Technical Revision (TR -02) Preliminary Adequacy Review <br />Dear Ms. Van Egmond: <br />On February 27, 2015 the Division of Reclamation, Mining and Safety (Division) received a request <br />for a Technical Revision (TR) in response to a corrective action required in the Division's inspection <br />report, dated January 5, 2015. This revision (TR -02) addressed the following: <br />Update and clarify current approved mine and reclamation plans to reflect existing and <br />proposed activities. <br />The submittal was called complete for the purpose of filing on February 27, 2015. The decision date <br />for TR -02 is March 29, 2015. Please be advised that if you are unable to satisfactorily address any <br />concerns identified in this review before the decision date, it will be your responsibility to request <br />an extension of the review period. If there are outstanding issues that have not been adequately <br />addressed prior to the end of the review period, and no extension has been requested, the Division <br />will deny this technical revision. <br />The following comments are based on the Division's review of the Request for Technical Revision <br />TR02: <br />General Comment — The purpose of the corrective action assigned in the inspection report <br />dated January 5, 2015 was to provide enough detail to the Division for a reasonably accurate <br />estimate of reclamation costs. You state in your Exhibit D response, that reclamation is <br />intended to be consistent with what was discussed previously with Mr. Keffelew. <br />Unfortunately, Mr. Keffelew is no longer with the Division and no documentation is on file <br />as to the specifics of that discussion. Based on the text provided in the request for a <br />Technical Revision, the Division has updated the 10 -year old bond estimate.
