I tried to call you on the phone, but was unable to reach you. We wanted to talk to you a <br />little bit concerning the Technical Revision for the Morgan Property. This should be a very <br />simple process, which seems to us is being made way to complicated. <br />The rules state that a technical revision is a "Minor change, including incidental permit boundary <br />revisions" "which change shall not cause a significant alteration in the operators reclamation <br />plan." <br />This is a boundary only on the Morgan property and that only affects the Morgan Property, it is <br />one of a request by us so that this can be put back properly. The 60 foot piece was the temporary <br />road. This Road was constructed through the middle of our field, but because it was used to <br />provide an access for the other families down the road, it could not be included in the permit to <br />begin with. WFC did not construct it properly so the soil was graveled over and over and instead <br />of it just being pushed out in front of the equipment, the equipment ran the full length dumping <br />and our soils which also are Barx was contaminated with bench one_ Even though no soils were <br />removed, we need some of our own soils which we have plenty to be added to this area to bring it <br />up to grade because of these things. <br />The reclamation on our property has already been completed. This should be just a simple map, <br />a description of what is happening, and it should be completed within just a few pages, not an <br />entire book. This is not a permit revision, it's a simple boundary change only on our property, so <br />we are at a total loss as to why this has to be made complicated and confusing to all. We have <br />our own permit revision number 8 that covers our property and if this technical revision involves <br />PR -06, then we have problems. PR -06 was never accepted by us and it was our next court date <br />because of all the false information, fabrication, and totally incorrect facts contained in it. Pr -08 <br />was formed to address the Morgan property and the prime farmland which we accepted, so this <br />technical revision should only affect information contained in that revision. Some technical <br />revisions in the past have only been 10 pages, so we do not understand the complications here. <br />This part of our property needs to be brought up to grade. The compaction over the years has <br />made it considerably lower and we need to get this approved and submitted as quickly as possible <br />so that we can finish this. Our pivot takes up the road. Also to be in compliance, all of it must <br />be seeded at the same time or we are in violation of our permit revision. Western Fuels has <br />worked endlessly trying to do this right. Mike, Frank, Trevor, as well as Rick have been a dream <br />come true as to trying to finish our place properly. There is step by step directions in the rules for <br />a technical revision and it can be very simple and to the point, so please allow this to be done as <br />simply as possible because the draft of a hundred pages and the numerous maps which were <br />incorrect to begin with out of PR -06 we won't accept.
