Tri-State Generation and Transmission <br />Association, Inc. (Tri - State) is the parent to Western Fuels — Colorado. During the 2014 Water <br />Year, the mine did not discharge through Outfalls 008, 009 and 012. Outfall 010 has not been <br />constructed to date; therefore no data is included in this report. <br />All NPDES outfalls, surface water, and groundwater wells have monitoring requirements <br />identified by the Division of Reclamation, Mining and Safety (Division). The Colorado <br />Discharge Permit System (CDPS) also has specific monitoring requirements and effluent limits <br />for the NPDES outfalls. The required monitoring is outlined in the Approved Hydrological <br />Monitoring Program, pages 2.04.7 -49 through 2.04.7 -50 of Permit #C- 1981 -008. <br />During the 2014 Water Year, the facility conducted Whole Effluent Toxicity (WET) <br />testing on the NPDES outfalls and no compliance issues were identified. The WET testing data <br />is enclosed with this report, Appendix 3. The field data to support the Discharge Monitoring <br />Reports (DMR) are provided in Appendix 1. The DMRs were previously submitted to the <br />Division on a monthly basis and are incorporated by reference only. During the 2014 Water <br />Year, three issues were identified and reported to the Water Quality Control Division (WQCD) <br />and the Division: 1) an upset condition submitted February 27, 2014; 2) a lab error submitted <br />March 27, 2014; and 3) a non - active mining discharge, i.e. effluent limits should not apply, <br />submitted May 21, 2014.
