(EFCI) — Permit No. C -81 -014 — Southfield Mine <br />Dear Rob Zuber: <br />The former Davison road intersects the Monarch fan road and branches to the south from the <br />1 <br />Monarch (former south fan) road located in the southeast portion of the Southfield mine area. The <br />Davison road predates the Southfield mine permit date and previously served as access to the Davison <br />cabin located south of and adjacent to the Southfield permit area. In more recent years, the landowner, <br />The Corley Company (TCC), closed the access to the Davison cabin. <br />Although the vast majority of EFCI's access was directed to the former Monarch fan, EFCI <br />accessed the Davison road from time to time to service a power pole with an electrical breaker box that <br />serviced the Monarch fan. The electric power company also accessed the Davison road about once per <br />month to record the electric meter reading at the power pole. <br />EFCI reached agreement with TCC to mitigate some erosion of the portion of the Davison road <br />that extended from the Monarch road intersection to where the Davison road intersected the former power <br />line that serviced the former Monarch (South) fan, a distance of approximately 2,600 feet. The agreed <br />mitigation consists of installing earthen water bars, spaced along the above described distance at <br />approximately 200 lateral feet intervals. The water bars will extend above the ground surface level at the <br />lower shoulder of the roadway, thereby trapping and collecting sediment and replacing some of the <br />previous erosion in the road bed over time. <br />Accordingly, to acquire fill material to install said earthen water bars, this Minor Revision (MR- <br />66) requests approval to install a borrow area adjacent to the Davison road. Given that the Davison <br />roadway is not depicted on the larger Southfield maps, Dr. Corley surveyed the portion of the roadway at <br />issue and EFCI generated a map utilizing the survey. The computer program used to generate the map is <br />Generic Cadd 6 which predates the AutoCadd programs of today. Given the vintage of the program, the <br />program is no longer able to communicate with newer plotter /printers and is only capable of printing 8.5" <br />x 11" size drawings /maps. Nonetheless, accuracy of the computer program is six (6) decimal places to a <br />foot of length and adequate for purposes of this minor revision. <br />
