COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />December 12, 2014 <br />Moffat County Commissioners <br />County Commissioner <br />221 W Victory Way <br />Craig, CO 81625 <br />Re: Trapper Mine (Permit No. C- 1981 -010) <br />Bond Release Application No. 16 (SL -16) <br />Dear Moffat County Commissioners: <br />This letter, as required by Rule 3.03.2(5)(a) of the Rules and Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining, is to inform you that the Division of Reclamation, <br />Mining and Safety has issued a proposed decision to approve Bond Release Application No. 16 <br />for the Trapper Mine. This decision will be published in the Craig Daily Press as soon as <br />possible. Publication of the notice initiates a thirty (30) day public comment period. If, within <br />thirty days, there are no requests for an adjudicatory hearing, the decision will become final. <br />The Division proposes to approve Trapper Mining, Inc.'s request for a partial Phase II bond <br />release for the 277.8 -acre bond release block "A, F, K &Z RSAB &C 2005- 2010" at the Trapper <br />Mine. The bond release block consists of the following parcels; A -C -05 (7.1- acres), A -B -09 <br />(9.2- acres), A -B -10 (83.5- acres), F -AB -07 (38.3- acres), F -AB -08 (49.8- acres), F -AB -09 (31.0 - <br />acres), F -A -10 (15.0- acres), K -A -10 (18.0- acres), Z -A -07 (12.9- acres), Z -A -08 (7.3- acres) and <br />Z -A -10 (5.7- acres). This proposed decision will release the applicant from Phase II reclamation <br />liability for the SL -16 bond release parcels. As an interested party, you have the right to an <br />adjudicatory hearing as outlined under Rule 3.03.2(6) of the Rules and Regulations. The request <br />for an adjudicatory hearing must be written and state with specificity the reasons why the hearing <br />is requested.
