ASPHALT <br />SPECIALTIES CO. <br />10100 Dallas St. • Henderson, CO 80640 • (303) 289 -8555 • Fax: (720) 289 -7707 <br />December 9, 2014 <br />Mr. Eric Scott, Environmental Protection Specialist <br />Colorado Div. of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />T <br />RE: Response to Adequacy Review of Technical Revision No. Turnpike Mining Resource <br />DRMS Permit No. M -2004 -009 <br />Dear Mr. Scott: <br />Per our recent phone conversation to my e-mail providing some further clarification to your <br />adequacy concerns, I offer the following in written response and clarification to those adequacy <br />concerns outlined in your letter of December 8, 2014: <br />1. ASCI will not dispose of un- processed (or processed) inert materials (asphalt and <br />concrete) brought onto the Turnpike Mining Resource site for processing into recycled <br />construction materials by burial onsite. Un- processed asphalt and concrete would be <br />removed from this site and properly landfilled offsite and is accounted for in the revised <br />Exhibit "L" should the bond be revoked for this site. <br />2. The cost for removal of 8,000 cubic yards of un- processed asphalt and concrete at $4.50 <br />per cubic yard is the current industry standard for the cost of loading/hauling/gate <br />receipts for removal of this material to an inert landfill located in western Adams County <br />near the South Platte River. <br />3. The bond amount of $36,000.00 for removal and disposal of 8,000 cubic yards of un- <br />processed asphalt and concrete is appropriate. Indirect costs have been added to this <br />amount and are reflected in the revised Exhibit "L" attached to the TR -3 information and <br />mapping sent on November 27, 2014. <br />Please issue an approval letter for this Technical Revision #3 with an associated Surety Increase <br />which will be reflected in the increase as determined through the Stipulated Agreement process <br />for this site. <br />Sinc , <br />Rob aird <br />Resource Manager <br />cc: file, Dan Hunt <br />
