K1, 2�2��� <br />Water Division 5, Water District 72, Mesa County <br />Approval Period: August 1, 2014 through July 31, 2015 DIVISION OF RECLAMATION <br />Contact Phone Number for Mr. Peter Foster: 970 - 259 -7411 MINING AND SAFETY <br />Dear Mr. Foster: <br />We have reviewed your June 10, 2014 letter requesting a substitute water supply plan <br />( "SWSP ") for the DeBeque Pit on behalf of Oldcastle SW Group, Inc. (a.k.a. United) ( "United" or <br />"Applicant'), in accordance with § 37 -90- 137(11), C.R.S. The required fee of $257 for the SWSP <br />request has been accepted (receipt no. 3665343). <br />SWSP Operations <br />This SWSP seeks to replace depletions resulting from mining operations at the DeBeque <br />Gravel Pit (M2011 -054), which is located in Section 9, Township 9 South, Range 97 West of the <br />6th P.M. in Mesa County. The proposed mining operation consists of three phases. During each <br />phase, water will be continuously pumped from a six foot wide dewatering trench surrounding <br />the excavated area into a dewatering sump. The approximate life span of the proposed gravel <br />operation is eighteen years. During this SWSP period United will conduct mining operations <br />under Phase 1 (11.6 acres) of the mining plan, which is anticipated to last approximately eight <br />more years. The depletions that result from the mining operations are evaporation from exposed <br />ground water, water lost in the mined product, and water used for dust suppression. The mine <br />is located in Mesa County in the SW1 /4 of Section 9, Township 9 South, Range 97 West of the <br />6th P.M. <br />In accordance with the letter dated April 30, 2010 (copy attached) from the <br />Colorado Division of Reclamation, Mining, and Safety ( "DRMS "), all sand and gravel <br />mining operators must comply with the requirements of the Colorado Reclamation Act <br />and the Mineral Rules and Regulations for the protection of water resources.
