2.06 REQUIREMENTS FOR PERMTI'S FOR SPECIAL CATEGORIES OF MINING
2.06.1 SCOPE
This section establishes minimum requirements for permits for the special categories of surface coal mining and
reclamation operations, which are in addition to all applicable permit application requirements and procedures of Rule
2. The following special categories, are addressed by this section:
1) Experimental Practices Mining
2) Mountaintop Removal Mining
3) Steep Slope Mining
4) Variances from Approximate Original Contour Restoration
Requirements for Steep Slope Mining
5) Prime Farmlands
6) Variances for Delay in Contemporaneous Reclamation
Requirements in Combined Surface Underground Mining Operations
7) Mining of Alluvial Valley Floors
8) Augering
9) Coal Processing Plants or Support Facilities Not Located
Within the Area of a Specific Mine
10) In Situ Processing Activities
2.06.2 EXPERIMENTAL PRACTICES MINING
EC does not plan to conduct any mining activities, which would fall under the category of experimental practices,
therefore, this section is not applicable.
2.06.3 MOUNTAINTOP REMOVAL MINING
No mountaintop removal mining is planned at EC. Therefore, this section is not applicable.
2.06.4 STEEP SLOPE MINING
EC does no[ plan to conduct surface mining; therefore, this section is not applicable.
2.06.5 PERMIT INCORPORATING VARIANCES FROM APPROXIMATE ORIGINAL CONTOUR
RESTORATION REOUIItEMENTS FOR STEEP SLOPE MINING
EC does not plan to conduct surface mining. Reclamation activities planned for Williams Fork Strip Pit and No. 9
portal area meet regulatory requirements of restoration of approximate original contour. Since no variance from the
approximate original contour restoration requirements is being requested, this section is not applicable.
2.06.6 PRIME FARMLANDS
EC conducted a prime farmland investigation for the Eagle mines site as described in Section 2.04.12, Prime
Farmland Investigation. The results of the investigations indicated [hat the EC operations will not disturb any
lands, which have historically been utilized as farmland. In addition, information obtained from the USDA, Soil
Conservation Service, indicates that none of the soil types found in
indicative of prime farmland conditions. Based upon this information,
for the Eagle Mines site with respect to its value as prime farmland.
