Recent questions have been raised about the amount
of topsoil available for reclamation of the Gloria Z Mine since the disturbed area has expanded
and there is evidence that the excavation of a perimeter ditch did not have adequate topsoil
removal.
I conducted an inspection on October 1,2014 with a handheld Garmin GPS which reported an
accuracy of 11-16 feet on site. Over 200 points were taken of the perimeter of the topsoil
stockpiles as well as the perimeter of the disturbance. These points were later transferred to the
registered cad map in the State Plane coordinate system and were found to be sufficiently
accurate to make topsoil quantity estimates. The attached table was developed by me to evaluate
the topsoil amounts in each of 6 areas. The areas were measured in cad after adding the gps
points. The heights of the piles were measured with a tape and the average heights were
estimated. There are 5 stockpile locations on site and one area that has not yet been stripped
(Area 3). This area was spot checked with a track hoe excavator during the site visit and found to
have an approximate average depth of soil of 1.8 feet.
The attached map shows all 6 topsoil areas and the footprint acreage of each. The revised
disturbed area to be re-topsoiled has been calculated from the gps points for the edge of the
disturbance and was found to be 37.12 acres. Since 1.55 acres of this area will be left as roads,
the total area for re-topsoiling is then 35.57 acres. At the approved depth of 6 inches, this
requires a topsoil quantity of 28693 cy. The attached table shows that 34207 cy is available,
therefore,there is a surplus of 5514 cy.
