("NCCI") has requested a financial warranty reduction <br /> for the NCCI Pit#1, Permit No. M2001-107. NCCI has completed the design of the clay liner proposed <br /> for NCCI Pit#1 perimeter. The clay liner costs were reduced to 20 percent of the cost to construct the <br /> liner under the regulated construction option detailed in the "Guide to specification Preparation for Slurry <br /> Walls and Clay Liner as a Component of a Colorado Mined Land Reclamation Permit". Therefore NCCI <br /> requests a 20 percent reduction (20 percent bonding reduction) for the financial warranty for the clay liner. <br /> The State Engineer's Office recommends approval for the proposed financial warranty reduction for the <br /> NCCI Pit #1, provided NCCI will continue to replace all out-of-priority depletions for this gravel pit under <br /> an approved substitute water supply plan until such time as the State Engineer determines that the site <br /> meets the standard of the State Engineer Guidelines for Lining Criteria for Gravel Pits and the clay liner <br /> is approved by the State Engineer. Replacement of lagged depletions shall continue until there is no <br /> longer an effect on stream flow after reclamation.
