Highwall Mining South Taylor Pit, Second Technical Adequacy <br />Response <br />Dear Mr. Zuber: <br />Tri -State Generation and Transmission Association Inc. (Tri - State), is the parent company to Axial Basin <br />Coal Company, which is the general partner to Colowyo Coal Company L.P. ( Colowyo). Therefore, Tri -State on <br />behalf of Colowyo is submitting this adequacy response for TR -103 to Permit <br />C- 1981 -019. <br />The Division requested that Tri -State provide projected affected acreage totals, and a map delineating the <br />areas where highwall mining is proposed to occur under undisturbed lands. Included under this cover is a revised <br />"Application Form for a Revision to a Coal Mining and Reclamation Permit ", which includes the affected acreage <br />proposed under TR -103. Also included is Map 19B which indicates where these areas are proposed to occur. The <br />maximum extent of these areas was determined by utilizing the abutment angle presented in Exhibit 23, Item 1. <br />Furthermore, Tri -State will submit a minor revision in the future to address other affected areas where <br />highwall mining has occurred under undisturbed lands at the Colowyo Mine. <br />Included under this cover, please find a revised application form and a change of index sheet to ease <br />incorporation in the permit document.
