Should this delay occur, <br /> overburden placement would be contained to the existing area of disturbance. Once the McNulty expansion <br /> area became available for material placement,OSF construction would resume in accordance with the original <br /> TR-22 plans. <br /> The attached technical memorandum from Golder Associates evaluates the stability of the interim OSF <br /> configuration and describes the interim,five-year plan(Figure 1 of the attached memo). The interim OSF <br /> configuration represents a temporary, intermediate OSF stage between the existing OSF grades and the <br /> proposed ultimate OSF grades.The volume of overburden material to be placed during development of the <br /> interim OSF is entirely within the limits of the ultimate OSF(i.e.,the interim OSF configuration does <br /> not change the ultimate OSF configuration previously evaluated).Therefore,the proposed ultimate OSF <br /> configuration and closure design evaluated in the OSF design report(TR-22)are still considered valid. <br /> The interim OSF plan generally meets the TR-22 operational criteria slopes,with local exceptions of the <br /> operational bench widths. These may vary from as narrow as 100-ft to greater than 400-ft width,resulting in <br /> a variable overall operational.slope of the down gradient interim OSF between approximately 2.1 H:IV and <br /> 2.4H:IV,with an average of approximately 2.2H:IV. <br /> Please accept this letter and attachment as an addendum to TR-22 for your files.
