INTEROFFICE MEMORANDUM
TO: ZACH TRUJILLO
CC: DAN HERNANDEZ
FROM: ROB ZUBER
SUBJECT: MUNGER TR -25 ADEQUACY REVIEW — WATER QUALITY REGULATIONS
DATE: 5/13/2014
Zach —
I recommend that the following be included in your adequacy letter to C ," I.
Per Rule 4.05.2(2) sediment ponds shall me maintained until the disturbed area ceases to contribute a sediment load
above natural conditions and "the quality of untreated drainage from the disturbed area meets the [applicable] State and
Federal water quality standard requirements ... for receiving streams." Stover and Associates has provided the first part
of this (the sediment load portion), but has not addressed the portion of the rule regarding water quality requirements.
CA Al Mining (or consultant) needs to address this by comparing water quality requirements in receiving waters to
measured or predicted water quality in runoff from the areas in question (without treatment from the pond or other
sediment control practices). The water quality requirements that are relevant are those of the Water Quality Control
Commission (within the Colorado Department of Public Health and Environment), namely Regulation No. 37,
Classifications and Numeric Standards for Lower Colorado River Basin.
Thanks,
Rob
