The applicant proposes development of panels for longwall mining which <br />will require an expansion to the existing approved permit area boundary. No additional surface <br />facilities are included in this revision. Mining activities may result in underground dewatering <br />activities and extension of mine ventilation and support systems. The mining operation is <br />located approximately 9 miles Southeast of Hayden in Routt County. The State Engineers <br />Office (SEO) offers the following comments on this project: <br />The 2013 Annual Reclamation Report indicates that approximately 13 stock water ponds <br />are present on the site. If the applicant intends to make these structures permanent, this office <br />recommends that they file for water rights on the structures and complete applications for <br />Livestock Water Tanks, through the SEO, where applicable. Currently, the stream system in <br />this location is not overappropriated, however, if the stream system at this location becomes <br />overappropriated, the storage and use of any surface water will be subject to administration. <br />Lastly, if construction or operation activities of this project affect the flow of a stream or <br />ditch we recommend that the applicants consult with the local Water Commissioner.
