The State Engineer's current policy requires that, <br />unless captured in priority, all impounded water in an overappropriated stream basin (such as the North Fork) be <br />released to the stream system within a maximum of 72 hours after it is impounded. Please refer to the <br />comments received from the Division of Water Resources regarding PR -14 (attached). Accordingly, BRL will <br />need to update the permit section on water depletion (beginning on page 2.04 -119), and verify that the <br />current augmentation plan is sufficient for the increased evaporative loss associated with the expanded <br />surface area of Pond J. <br />This adequacy issue will also be included in the Division's review of the Pond D (TR -87 application) expansion. <br />Susan L.
