1111 Peabodq
Twentymile Coal, LLC
Mr. Jason Musick
Colorado Division of Reclamation, Mining and Safety
1313 Sherman St., Room 215
Denver, Colorado 80203
303.866.3567 X8134
RECEvE1D
W N 21 Jp
pivision of Ilesaletyjon,
mit 0(18'
Re: Minor Revision MR13 -271, EMD Borehole Road Modifications
Dear Mr. Musick;
29515 Routt County Road 27
Oak Creek, CO 80467
970 879 3800
November 14, 2013
With this submittal, Twentymile Coal, LLC (TC) is requesting CDRMS approval of a Minor Revision (MR13-
270) to our existing approved Mining and Reclamation Permit, for modification of the road maintenance plans
for the Eastern Mining District (EMD) Water Monitoring Boreholes (ref. MR13 -267). As indicated in the
original EMD Borehole revision application, TC planned to utilize existing ranch roads for access to the
boreholes, with minor maintenance to include placement of road -base material to provide an all- weather surface.
Once activities were initiated, it became clear that additional work on the roads would be needed to assure
reasonable access during wet conditions. In order to minimize disturbance and still provide all- weather access,
TC proposes to place geotextile on those portions of the roads and in those places where wet conditions may be
a concern, and then place gravel or other suitable road materials on top of the geotextile fabric.
On completion of drilling and related activities, the gravel and geotextile material would be recovered and
removed from the area, as part of the reclamation process. This approach avoids disturbance of the limited soil
materials that exist on the ridgelines and other areas where the ranch roads are located, while still addressing
reasonable operational considerations. The bonding for the previous revision (MR13 -267) addressed road
reclamation, so the proposed road maintenance modifications should not affect bond reclamation costs.
This submittal includes revised PAP text and supporting materials. In order to take advantage of the remaining
2013 field season, TC would like to initiate the proposed activities as soon as possible, and therefore, requests
the assistance and cooperation of the CDRMS is completing review and approval of this application in a timely
manner. Once you have opportunity to review this submittal, please feel free to contact me with any questions,
or to discuss the submittal and related matters. We appreciate your attention and assistance.
Best regards,
Z_
Jerry ettleto
Manager ironmental Affairs
cc: Mike Berdine /TC
