Pineda <br />Director <br />The Division has completed a preliminary adequacy review of the minor revision application (MR -144) <br />submitted by Bowie Resources, LLC (BRL) for the Bowie No. 2 Mine. The revision proposes the use of <br />temporary drain pipes on the gob piles. We have the following comments regarding the application. <br />1. Revised page 12 of Volume IX and revised page 4a of Volume XI include discussions of gob material <br />handling, such as end - dumping in a designated area and mixing with coverfill material. Please revise <br />page 12 of Volume IX, consistent with page 4a of Volume Xl, to indicate that the maximum <br />amount of end - dumped, un- compacted material between the two gob piles will be 200,000 cy. <br />2. Page 4a of Volume XI includes a new statement that additional bond money will be provided to the <br />Division if the amount of un- compacted gob exceeds 200,000 cy. The purpose of the 200,000 cy <br />limit is two -fold: as indicated, the reclamation cost estimate is based on this maximum; additionally, <br />this limit approximates the amount of refuse generated quarterly over the last year. Accumulation <br />in excess of this 200,000 cy limit suggests that compaction is not contemporaneous with placement <br />in the fill, as required by Rules 4.09.1(7), 4.10.1(1)(b), and 4.10.1(3) to ensure stability and prevent <br />spontaneous combustion. As such, the Division cannot approve any plan that would allow gob <br />material to remain end - dumped and un- compacted longer than 90 days. Please revise page 4a to <br />remove the last sentence of the fourth paragraph. <br />3. Page 12 of Volume IX and Page 4a of Volume XI include provisions (new to page 12) for mixing gob <br />material with available coverfill as needed to expedite material drying. As previously mentioned to <br />BRL, the Division is concerned that the amount of cover material currently available is less than what <br />would be required to adequately cover all three open refuse areas. We previously requested a <br />detailed material balance in our review of Technical Revision No. 77, and it is our understanding that <br />BRL is preparing the requested balance. Presumably, the material balance for Gob Pile #2 will be <br />presented in Appendix A of Volume IX. Under Technical Revision No. 77, the Division will require <br />BRL to maintain an adequate reserve of cover material for all open gob piles at all times. As such, <br />the language on pages 12 and 4a needs to reflect that mixing of coverfill material will be limited by <br />the availability of cover material. <br />a. Please revise the first paragraph of page 12 of Volume IX to add a sentence referencing the <br />material balance in Appendix A of Volume IX, indicating that mixing of coverfill material with <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
