Pineda <br />Director <br />The Division received Twentymile Coal, LLC's (TC's) application for a minor revision (MR- <br />269) on November 7, 2013. The application was determined to be complete on November 13, <br />2013. The Colorado Division of Reclamation, Mining and Safety has completed its adequacy <br />review of the proposed minor revision. Please respond to the following comments or concerns as <br />necessary: <br />Proposed page 2.04 -9.1 proposed under Rule 2.04.4 — Cultural and Historic Resources, <br />states that a Class III cultural resources survey of the four proposed corehole sites and <br />associated drill pads was conducted with the results presented in Exhibit 6L. Until the <br />Division can adequately review the surveys compliance with Rule 2.04.4 the proposed <br />activities cannot be initiated. Please submit the cultural resources surveys associated <br />with the proposed disturbances proposed in MR -269 upon completion. <br />2. No discussion was submitted identifying the proposed activities affects on possible <br />threatened and endangered species and fish, wildlife, and the related environmental <br />values. In order to comply with Rules 2.04.11 and 4.18 please provide information to <br />the Division discussing the effects of the proposed activities with regard to the <br />protection of fish, wildlife, and the related environmental values in addition to any <br />threatened or endangered species. <br />3. The Division understands that the proposed coreholes will be drilled into the Wolf Creek <br />coal seam. Based on the C -1982 -056 Mineral Ownership Map Map No. 2, the proposed <br />coreholes are located in areas leased by the Colorado State Land Board and the BLM. <br />Please provide information to the Division which grants TC the right to enter and <br />extract coal from the Wolf Creek Seam. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
