Pmeda <br />Denver, CO 80202 Director <br />Re: New Horizon Mine (Permit No. C- 1981 -008), Permit Revision Application No. 8 (PR -8) <br />Revision of prime farmland reclamation practices including topsoil redistribution and <br />revegetation plans. <br />Dear Mr. Fleischman: <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article <br />33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on October 4, 2013, an application to <br />revise coal mining operations at the New Horizon Mine was considered complete for the purposes of filing. <br />All review and comment periods as provided in the Act and the Regulations initiate from this date of filing. <br />The revision addresses prime farmland reclamation practices, including topsoil redistribution and <br />revegetation plans; replacement of the irrigated cropland technical standard with a reference area; and <br />determination of prime farmland areas. <br />The Surface coal mining operation is on land located approximately 1.7 miles Northwest of Nucla, <br />Colorado. The permit area is further described as follows: <br />1.7 miles northwest of the Town of Nucla <br />The above - mentioned tracts of land are shown on the following USGS 7.5 minute Quadrangle map(s): <br />Nucla. <br />This application may constitute a mining plan action that would require OSM to issue a Mining Plan <br />Decision Document. In order for us to comply with regulatory time frames, we request that any adequacy <br />comments be submitted to Michael Boulay, Division of Reclamation, Mining and Safety, at the above <br />address by 5:00 p.m. on November 28, 2013.
