This finding was in agreement with Corley's previous <br />surveying of the Proposed RA and Kent concurred with Corley's findings. Trimble was unable to repair Kent's unit <br />and gave Kent a new Trimble unit which he has since used to relocate the Southfield sites. Kent stated he would <br />omit the referenced ground scar that is believed to be associated with the abandoned Black Hawk mine, from the <br />Proposed RA. At the close of the August 29 meeting, the parties were in agreement as to the requirements and <br />procedures of the vegetation monitoring. <br />Pursuant to the meeting, Kent flagged the perimeter of the Proposed RA with 2 inch square florescent orange <br />flags and omitted the referenced disturbance of the former Black Hawk mine from the Proposed RA site. Kent <br />stated that the new Trimble GPS unit has an accuracy of plus or minus 50 centimeters locating coordinate <br />points. Dr. Corley has voiced concerns of the degree of accuracy of the Trimble units as compared to his <br />precision survey instruments, however, given that there is no property lines close to the Proposed RA, the <br />accuracy of the Trimble is more than adequate and has been accepted by the Division throughout many projects. <br />If the Proposed RA's approval is deemed final, EFCI will install steel T -Posts to mark the site. Using the GPS <br />coordinates, Kent will have maps generated for Southfield by means of a computer AutoCadd program. <br />Following the close of the August 29 meeting, Dr. Corley and George Patterson proceeded to the old, <br />approved RA where Dr. Corley established the location of the missing SE corner of the RA with the Corley <br />Company's GPS. George flagged the point at that time and installed a steel T -Post the following day, August 30, <br />2013. Dr. Corley had previously offered to locate the corner of the RA with their GPS instruments and EFCI <br />expresses appreciation for that assistance. <br />Corley had previously questioned why EFCI would want to change the degree of standards concerning the two <br />RA's. EFCI believes that the Proposed RA has greater likeness to the reclaimed Portal Area concerning aspect <br />(direction) of the sites, soil types, soil condition, basal cover, canopy cover, etc. <br />Corley also questioned, in his email letter of June 4, 2013, how the trees of the Proposed RA would be <br />compared concerning the Corley property.
