Interoffice Memorandum <br />To: Rob Zuber <br />From: Zach Trujillo <br />Subject: Colowyo —TR -99 Review of Geotechnical Analysis <br />Date: 9/3/2013 <br />••• <br />After my review of Shannon & Wilson, Inc.'s (S &W) responses to the preliminary geotechnical adequacy question, I have <br />the following comments: <br />With TR -99, Colowyo proposes to reduce the elevation of the temporary fill portion of the South Taylor Fill from 8,275 <br />feet to around 8,150 to 8,200 feet. S &W states that the slope angle and toe of the fill will essentially remain the same. <br />With the slope and toe being unchanged in the design, reducing the total amount of excess spoil on top of the fill should <br />have no effect to the overall stability to the South Taylor. <br />A small section of the slope along the revised profile A -A' of Map —45 South Taylor Fill has been increased to <br />approximately 2 : 1 for about 1000'. This area could have the potential for smaller slumps along the surface but would <br />have no effect to the overall stability to the entire South Taylor Fill. Any movements in the fill should be recorded in <br />Colowyo's quarterly fill monitoring reports. <br />In conclusion, S &W's geotechnical analysis of the revised South Taylor Fill in TR -99 is sufficient and accurate to the <br />extent of general geotechnical engineering practices. <br />This concludes my comments regarding Shannon & Wilson, Inc.'s (S &W) Addendum No. 3 as part of Colowyo's proposed <br />TR -99.
