The Division issued its initial Second Adequacy Review (PAR -2) of the TR -03 application on
July 17, 2013. Responses to the review were received from your office, on behalf of Western
Fuels - Colorado, LLC (WFC) on August 22 (electronic) and August 26, 2013 (hard copy).
Materials received in August 2013 included a letter dated August 21, 2013, together with the
following revised pages: Section 2.03 pp. 6 through 14; Appendix 2.03.6 -1(d) title page; Section
2.05.3(3) page 12; Section 2.05.4 page 3; Map 2. -3.4 -1 and Map 2.03.4 -2.
The Division has conducted a third adequacy review of the revised TR -03 application materials.
Our comments are provided below, for your consideration and response. In summary, regarding
the items submitted with Adequacy Response No. 2:
Section 2.03 pages 6, 7, 10, 11 and 12 from the Aug. 26 submittal are acceptable; pages
8, 9, 13 and 14 will require further changes
The Appendix 2.03.6 -1(d) title page is unnecessary
