STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832-8106
August 28, 2013
Karl Mendonca
Bureau of Land Management
Colorado River Valley Field Office
2300 River Frontage Road
Silt, CO 81652
Re: Coal Basin Mines (Permit No. C- 1981 -017)
Termination of Jurisdiction
Dear Mr. Mendonca:
COLORADO
DIVISION OF
RECLAMATION
MINING
SAFETY
John W. Hickenlooper
Governor
Mike King
Executive Director
Loretta Pineda
Director
This letter, as required by Rule 3.03.2 of the Rules and Regulations of the Colorado Mined Land
Reclamation Board for Coal Mining, is to inform you that the Division of Reclamation, Mining and
Safety (Division) has begun the process of terminating its jurisdiction over the Coal Basin Mines.
The Coal Basin Mine is a revoked, underground coal mine located approximately four miles west of
Redstone, Colorado in Pitkin and Gunnison Counties. The former operator of the mine, Mid Continent
Resources, declared bankruptcy in 1992. Subsequently, the Colorado Mined Land Reclamation Board
revoked the permit and forfeited the reclamation bond in 1994. As a result of these actions, the Division
assumed the task of completing mine reclamation. Reclamation construction began in 1995, as provided
for in Colorado Surface Mining Control and Reclamation Act and was substantially completed by the end
of 2001 with some maintenance work continuing through 2006.
You are formally being notified of the Division's termination of jurisdiction process because of the
numerous BLM coal leases and land patents held by Mid Continent Resources between 1958 and 1987.
You have the right to file written objections or comments within 30 days of this letter. After the comment
period, the Division will publish and notify you of its decision by a second letter.
If you have any questions about the Coal Basin Mine or the termination of jurisdiction process, please
contact me at (303) 866 -3567 ext 8142 or brock.bowles @state.co.us.
Sincerely,
f
Brock Bowles
Environmental Protection Specialist
Cc: Christine Belka - OSM
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
