RE: Notice of 112 Construction Materials Reclamation Permit Amendment
Application Consideration Fremont Paving & Redi -Mix, Inc., Evans #2 Pit,
Permit No. M- 2000 -041
Dear Mr. Ca,zier,
In September of 2012, Colorado Parks and Wildlife (CPW) was solicited to comment on
the reclamation plans of the Stonewall Springs Quarry, LLC active sand and gravel mine
located south of State 'Righway 50 and west of Chico Creek in Pueblo County. This is
the same property which, changes to the reclamation plans, have been fled for under this
permit number. Currently, Fremont Paving & Redi -Mix Inc., operates a sand and gravel
mine on this property, however, it is also comprised of upland short grass prairie,
cropland and riparian habitat characteristic of the Arkansas River corridor. A multitude
of wildlife species are found in the area including mule deer, white - tailed deer, elk,
turkey, raptors, waterfowl, shorebirds, songbirds and small mammals. At the same time
that CPW was requested to comgruent o.n the reclamation plans, CPW was also asked to
provide input on the long teal development of this approximately 1,400 acre property.
Comments were requested directly from and given to Stonewall Springs Quarry, LLC,
the named owners of the surface and, subsurface property rights under this permit
amendment application.
After this request was made, a consultation with Stonewall Springs Quarry, LLC
Personnel took place. CPW's understanding was and remains that Stonewall Springs
Quarry, LLC wishes to eventually convert the primary use of this property from a sand
and gravel mining operation to a water storage facility. CPW strongly desires that
coupled with this property's use as a water storage facility. The application for
amendment of the reclamation plan states "Final reclamation is changing from unlined
Evans Lake to lined water storage reservoir with wetlands and open space for recreation"
and this is congruent with the discussions and consultations that have taken place with
CPW and Stonewall Springs Quarry, LLC personnel, Therefore, CPW has no objections
to the approval of the filed for amendment to the reclamation plans. .
