Yoast Mine <br />Total Bond Release Request (SL -5) August 2013 <br />Routt County as right -of -way for the round -about constructed in 2012. The majority of the <br />remaining permit area west of the right -of -way served as disposal site for excess material <br />excavated during the construction of the round -about through an agreement between Routt <br />County and the landowner. The limited area remaining that is adjacent to the west boundary of <br />the permit has never been disturbed. Seneca Coal Company requested a land use change from <br />livestock grazing and wildlife habitat to industrial /commercial postmine land use and requested <br />that the 6.25 acre area be removed from the Yoast Mine permit area. <br />SCC applied for approval of a land use change on the 6.25 acres located adjacent to Routt <br />County Road 27 at the intersection of RCR 27A that includes a portion of the new RCR 27 <br />Round - About. The existing land use classification will change from Livestock Grazing/Wildlife <br />Habitat to an alternative land use of Industrial /Commercial. Routt County now controls and <br />owns a portion of this area and through agreement between Routt County and the landowner, <br />SCC no longer has any leasehold or ownership control of the area. The change in land use <br />classification is needed to remove SCC from any responsibility or liability for plans or activities <br />conducted by Routt County or the landowner and allow SCC to obtain reclamation bond release <br />and ultimate removal of the area from the Yoast Mine permit area. The land use change was <br />approved in April 2013 <br />The following describes the accompanying map(s) and documents provided in this package to <br />further document the Phase I Bond Release request. <br />Exhibit A, Bond Release Area (SL -5), shows the location of the 6.25 acres included in this <br />request. <br />Attachment A contains a Notarized Statement that all work has been completed in compliance <br />with approved permit and Rule 3.03.2(1)(e). <br />Attachment B contains copies of the "Notification" letters sent to the entities listed in Section <br />VI. <br />4 <br />
